Studienarbeit aus dem Jahr 2004 im Fachbereich VWL - Geldtheorie, Geldpolitik, Note: 1,0, Otto-Friedrich-Universität Bamberg (Sozialwissenschaftliche Europastudien), Veranstaltung: Währungs-und Finanzmarktintegration in Europa, Sprache: Deutsch, Abstract: Mit der am 1.Januar 1999 gestarteten europäischen Wirtschafts- und Währungsunion
(WWU) wurden die Wechselkurse der teilnehmenden 12 Staaten unwiderruflich fixiert.
Anhand dieser Arbeit soll nun gezeigt werden welche Auswirkungen die WWU,
bezüglich der Anpassungsfähigkeit der Teilnehmerstaaten bei Auftreten von
asymmetrischen Schocks hat.
Durch den Wegfall der flexiblen Wechselkurse in einer Währungsunion fehlt der
zentrale Mechanismus, um asymmetrische Schocks zu absorbieren. Zudem verfügen die
Teilnehmerstaaten nicht mehr über die Möglichkeit Geldpolitik zu betreiben und sind
bei der Fiskalpolitik durch den Stabilitäts- und Wachstumspakt in ihrem Handeln
eingeschränkt.
Die zentrale These dieser Arbeit ist, dass Fiskalpolitik und Fiskaltransfers auf
europäischer Ebene, in Abwesenheit anderer Anpassungsmechanismen, eine zentrale
Rolle in der WWU spielen müssen, damit die Absorption asymmetrischer Schocks
gewährleistet werden kann.
Zuerst werden die asymmetrischen Schocks, ihre Entstehung, ihre Auswirkungen näher
erläutert (2.). Dem soll eine kurze Gegenüberstellung flexibler versus fixer
Wechselkurse folgen, um die Problematik des Wegfalls der Wechselkurse in einer
Währungsunion zu erläutern (2.1). Anschließend wird die Relevanz asymmetrischer
Schocks und einige Indikatoren für das Auftreten von asymmetrischen Schocks
diskutiert (2.2). Im Hauptteil der Arbeit sollen nun die Mechanismen diskutiert werden,
die in einer Währungsunion zur Anpassung an asymmetrische Schocks zur Verfügung
stehen. Diese teilen sich in marktbasierte Mechanismen und institutionelle
Mechanismen. Zuerst werden die marktbasierten Mechanismen (3.), die Preisflexibilität
(3.1), die Lohnflexibilität (3.2) und die Mobilität von Arbeit (3.3) und Kapital (3.4),
sowie die Anpassung durch Arbeitslosigkeit (3.5) besprochen und ihre Wirksamkeit in
der WWU analysiert.
Anschließend wird das Thema der zentralen These, die institutionellen Mechanismen
(4.) – Fiskalpolitik auf nationalstaatlicher Ebene (4.1) und Fiskaltransfers auf
europäischer Ebene (4.2), aufgegriffen und ausführlich diskutiert.
In einem abschließenden Fazit (5.) werden die Erkenntnisse der Arbeit
zusammengefasst.
