The abstract provided by the Pentagon follows: This thesis analyzes the cost effectiveness of alternatives to the U. S. Navy's current hazardous materials management practices onboard its ships. Numerous recent laws regarding pollution prevention aboard ships as well as significant reductions in Department of Defense spending has led the Navy to seek initiatives to manage hazardous materials in a more efficient and cost effective manner. This thesis deals with reducing wastestream volume and costs and improving the management of the Hazardous Minimization Centers (HMC's). Research was conducted onboard seven U.S. Navy Dock Landing Ships (LSD's): USS ANCHORAGE, USS COMSTOCK, USS FORT FISHER, USS FORT MCHENRY, USS HARPER'S FERRY, USS MOUNT VERNON and USS RUSHMORE. Hazardous material wastestream data was gathered for each ship to determine the significant material contributors to disposal costs. Additionally, information was accumulated concerning the training received by HMC operators to identify potential management weaknesses. Research identified significant cost savings by replacing the currently used baled wiping rags with shop towels provided by a contracted commercial vendor. Also noted was the fact that HMC operators were not receiving the requisite training required to properly manage HMC's. Therefore, training alternatives are addressed to ensure competent management of HMC's.
